DO not panic. This is what it does when it is transfering to the cloud.
If it stays like this longer than a hour or depending how large the file is it might take a little while before it will become playable showing a time stamp.
If the encoder doesn't work correctly or it doesn't get transferred correctly and results into this kind of error for longer than at least 2 hours then you may have to send us a support ticket..
A cleanup bot checks for this error and will mark the video inactive so users are not trying to play the broken video.
Another thing you can try is compressing your file using a program called HandBrake
Make Sure you checkmark web optimize and MP4 format.
